The Governing Body of Eastbourne, Hailsham and Seaford CCG is responsible for making decisions about which health services to commission for local people. The Governing Body is accountable to both NHS England and our GP member practices.
The Governing Body consists of local GPs from our member practices, practice managers, lay members, a registered nurse, a secondary care specialist doctor and members of our senior management team. You can find out more about each individual Governing Body member below.
Meetings in public
The Governing Body meets in public every two months to discuss local health issues and make decisions. Members of the public and stakeholders are welcome to attend these meetings and there are opportunities both at the beginning and end of each meeting for the public to ask the Governing Body questions about the discussions or local health services.
The time for these meetings has been extended to include up to four seminar-style sessions in the morning, followed by a two-hour Governing Body Meeting in the afternoon. This allows for greater discussion on key areas of business prior to the formal decision making required at the Governing Body Meeting in the afternoon. Please note - timings may vary depending on the nature of the topics for discussion and the number of seminar sessions planned. Primary Care Commissioning
In early 2015, NHS England invited CCGs to also take on delegated responsibility for commissioning local GP services (known as Primary Care). GP practices in Eastbourne, Hailsham and Seaford voted in favour of the CCG adopting these new responsibilities from April 1 2015. These powers are delegated from NHS England.
Primary Care Commissioning Committee (PCCC)
To enable the CCG to openly and transparently manage conflicts of interest that may arise as a result of these new duties, a new committee was established. The Primary Care Commissioning Committee is separate from the Governing Body and has taken on the responsibility for managing primary care contracts. It is chaired by Frances Hasler, Governing Body lay member. The PCCC meets in public and details of these meetings are available here.
Representatives from Healthwatch East Sussex, the Health and Wellbeing Board (East Sussex County Council), NHS England and the East Sussex Local Medical Committee have been invited to attend its meetings.
East Sussex Better Together (ESBT) Alliance Governing Board
The ESBT Alliance Governing Board is made up of the Chief Officers, Board Directors and Governing Body members who direct and lead the ESBT Alliance and operate the Alliance Agreement.
They are responsible for developing and agreeing the delivery of the Strategic Investment Plan, and holding the ESBT Alliance Executive to account for delivery of agreed plans, management of risk and any changes to proposed service arrangements, performance and resource allocations. They will also lead the development of proposals for the full ESBT alliance accountable care model. Details of these meetings are available here.
Register of Interests
A key principle of Eastbourne, Hailsham and Seaford Clinical Commissioning Group is openness and transparency between our Governing Body, GP members and the local people we serve.
Our Governing Body declares any conflicts of interest to ensure they are correctly recorded and any resulting issues can be addressed. We maintain and publish a Register of the Interests of our Governing Body which you can view below. There is also always a standing agenda item at all our Governing Body and committee meetings to discuss declarations of interest.
Staff members are also required to declare any conflicts of interest and we publish a Staff Register of Interests which you can view below. Staff are required to declare any interests in matters to be discussed at any CCG meeting that they attend.

A conflict of interest will remain on the public register for a minimum of six months after the interest has expired.
The CCG will retain a record of historic conflicts of interest for a minimum of six years after the date on which they expired.
